On March 3-4, 2025, the jubilee X European Congress of Local Governments took place in Mikołajki, gathering over 2500 participants from Poland and abroad. The event, organized by the Foundation Institute of Eastern Studies, became the largest platform for dialogue and the exchange of best practices for local government representatives and all stakeholders involved in the development of local communities. The event's institutional partner included, among others, the National Agreement of Local Government Organizations.
X European Congress of Local Governments Key Topics
This year's congress theme – “Global challenges – local solutions” – perfectly reflected the event's idea, which focused on developing solutions to global problems that directly impact local communities. The program included over 250 events, including plenary sessions, discussion panels, workshops, and lectures, conducted within 15 thematic tracks. The key topics covered included:
Green energy – energy transformation and ecological solutions for cities and regions,
Sustainable development – strategies supporting local development in line with environmental protection principles,
Society – actions for social integration and improving the quality of life of residents,
Economy and finance – investment financing mechanisms and local government budget management.
One of the most important points on the program was the plenary session “The future of decentralization in a changing world,” attended by Jerzy Buzek, MEP, and Marcin Kuchciński, Marshal of the Warmian-Masurian Voivodeship.
A Space for Cooperation and Exchange of Experiences
The European Congress of Local Governments is not only a place for debates on the key challenges of modern local governments but also a platform for building relationships and cooperation between representatives of local and central administration, business, NGOs, and academia. Participants had the opportunity to exchange experiences and learn about innovative solutions supporting local development.
During the event, topics such as waste management, healthcare policy, and mechanisms for managing cities and regions in the new reality were discussed. Experts from Poland and abroad shared their insights on reducing healthcare debt and creating programs to support people suffering from chronic diseases.
